The electric power network will cover the whole country

Relevant people revealed that the 12th Five-Year plan of electric power will focus on the transformation of the mode of development of electric power, and mainly around the power structure, power grid construction and reform of the three directions. By 2012, Tibet will be connected to the Internet, and the electricity network will cover the whole country. At the same time, the proportion of coal power generation and installed power will be reduced by about 6% by the end of the 12th Five-Year Plan. Clean energy will further optimize the power structure.

The share of coal in electricity will fall by 6%

According to the relevant people of China Telephone Union, the overall idea of the plan is “big market, big goal and big plan”, focusing on the market demand at the national level, power supply optimization, grid layout, scientific and technological innovation, planning economy and power development policy, etc. In addition, energy conservation and emission reduction, electricity pricing mechanism, wind power scale, nuclear power development model and other aspects are also involved.

Relative to the electric power in the 11th five-year plan focused on the structure of the electric power development, electric power industry investment and financing, development of renewable energy, and electricity price reform, environmental protection and resource saving, energy saving, the overall balance for coal transportation, rural electric power reform and development and so on eight aspects of different, the 12th five-year plan will highlight the attention to change the way of electric power development, And mainly around the power structure, power grid construction and power reform three directions.

According to the State Grid Energy Research Institute, the electricity consumption of the whole society will continue to increase during the 12th Five-Year Plan period, but the annual growth rate is lower than that of the 11th Five-Year plan period. By 2015, the electricity consumption of the whole society will reach 5.42 trillion to 6.32 trillion KWH, with an annual growth rate of 6%-8.8%. By 2020, Total electricity consumption reached 6.61 trillion to 8.51 trillion kilowatt-hours, with an average annual growth rate of 4%-6.1%.

“The growth rate of total electricity consumption is slowing down but the total amount will still increase, so we need to optimize the power supply structure to absorb the coal consumption in the generation side, otherwise we cannot meet the target of 15% non-fossil energy and 40% to 45% emission reduction by 2015.” Power analyst Lu Yang expressed to our reporter.

However, reporters from the planning of a research report on see, “twelfth five-year” period of China’s power structure is given priority to with coal-fired thermal power, which requires power source structure optimization by raising the water and electricity, nuclear power and the water of renewable energy and other clean energy and power generation capacity, and reduce the proportion of coal to optimize completion.

According to the plan, the proportion of installed clean energy will rise from 24 percent in 2009 to 30.9 percent in 2015 and 34.9 percent in 2020, and the proportion of electricity generation will also rise from 18.8 percent in 2009 to 23.7 percent in 2015 and 27.6 percent in 2020.

At the same time, the proportion of coal power installed and power generation will be reduced by about 6%. This is in line with the Energy Administration’s proposal that coal’s share in primary energy consumption during the 12th Five-Year Plan period will drop to about 63 percent from more than 70 percent in 2009.

According to the National Energy Administration related planning, during the period of “twelfth five-year” to the eastern region to control coal consumption, the bohai sea, Yangtze river delta, the pearl river delta, and parts of the northeast, strict control of coal, coal building only consider supporting power construction and consumption of imported coal power plant, power plant construction in eastern will give priority to with nuclear power and gas power plant.

Power grid construction: realize national networking

According to the forecast of the State Grid Energy Research Institute, the maximum load of the whole society will reach 990 million kW in 2015, with an average annual growth rate of 8.5% during the 12th Five-Year Plan period. The maximum load growth rate is faster than the growth rate of electricity consumption, and the peak-valley difference of the grid will continue to increase. Among them, the eastern part is still the load center of the country. By 2015, Beijing, Tianjin, Hebei and Shandong, the four provinces of Middle East China and East China will account for 55.32% of the national electricity consumption.

The increase of load puts forward the requirements of safe and stable operation and higher peak regulation. The reporter can see from the special report of the planning, in view of the increase of electricity load, the 12th Five-Year Plan period will be through accelerating the construction of smart grid, cross-province and cross-district power grid and improving the installed scale of pumped storage.

Shu Yinbiao, deputy general manager of State Grid, said recently that during the 12th Five-Year Plan period, the State Grid will implement the strategy of “one special authority, four major institutions” to build a strong smart grid. “One special power” means the development of UHV, and the “big four” means the intensive development of large coal power, large hydropower, large nuclear power and large renewable energy and the efficient distribution of electricity through the development of UHV.

“In particular, we should develop UHV AC transmission technology, wind storage and transmission technology, smart grid technology, flexible DC transmission technology, UHV DC transmission technology, large capacity energy storage technology, new energy grid-connected control technology, distributed energy and micro grid technology, etc.” Shu YinBiao said.

Moreover, due to the randomness and intermittency of wind power and solar power generation output, in order to ensure the normal operation of power peak regulation, during the 12th Five-Year Plan period, the absorption capacity of wind power and photoelectric power will be improved by increasing the baling proportion of combined wind-fire transmission and establishing a wind-wind storage and transportation center.

Bai Jianhua, director of Energy Strategy and Planning Institute of State Grid Energy Research Institute, believes that “it is more appropriate to consider that the peak load depth of thermal power should not exceed 50%, the trough period of transmission curve should be controlled by 90%, and the bundling ratio of thermal power delivered from wind power base should be 1:2.”

According to the planning report, by 2015, more than half of the country’s wind power will need to be transported from the three North and other remote areas through the cross-province and cross-district power grid, the construction of cross-province and cross-district power grid has become one of the priorities of the “12th Five-Year Plan”.

According to reporters, the 12th Five-Year Plan period will complete the national power network. By 2012, with the completion of the 750-kV / ± 400-kV AC/DC interconnection project between Qinghai and Tibet, the six major power grids in southern, central, eastern, northwestern, northeastern and Northern China will cover all provinces and cities in the mainland.
